For Orwell, the villain of the Spanish civil war was Franco; of the second world war were Hitler, Mussolini, Stalin, and Tojo of Japan. I suggest that Orwell combined all these dictators into one Big Brother. Living in a century that had produced two world wars, including the war in the Pacific, plus the Spanish civil war, Orwell imagined a world in which Eastasia, Eurasia, and (Atlantia? The Americas plus England, called Airstrip One?) were always at war. The Molotov-Ribbentrop pact of 1939 showed how the Nazis and the Soviets could join, and the German attack on Russia in 1941 showed how alliances could go to war who had once been allies. Also, the Germans and the Soviets could make up stories about how they were always at war, never had been allied.
